An application shall be filed before June 1 of each year with the state librarian on such forms as provided by the state librarian:
(a) Budget
(1) The administrative agency receiving the grant funds shall submit a budget of proposed expenditures.
(2) Federal, state and local funds shall be itemized.
(3) The local administrative agency may not deviate more than fifteen percent (15%) for any
proposed expenditure category without submission of a revised budget to the Kansas state library with a request that the revision be approved.
