``Blind and physically handicapped sub-regional library'' means a public library (city, county, or multi-county) serving a miniumum of two hundred (200) readers in cooperation with its regional library for the blind and physically handicapped. ``Eligible blind and physically handicapped readers'' means those individuals who cannot read or use ordinary printed books, and other printed materials because of physical limitations.
