Libraries petitioning the state library advisory commission for establishment of a regional system of cooperating libraries shall present to the state library advisory commission a comprehensive plan of service to be rendered by the regional system of cooperating libraries, and such plan of services shall be approved by the state library advisory commission prior to establishment of a regional system of cooperating libraries.
