The term "ex officio," as applied to the holding of an office, is not a term of limitation, merely of qualification, and as ex officio member of any body is one who is a member by virtue of his title to a certain office. Thus, in the absence of any limiting or qualifying language in the relevant statutes, ex officio members of a municipal or regional library board have the same rights, privileges, powers, and duties as members appointed to either board.
