Letter, June 16, 1969, to Denny Stephens, State Librarian, Topeka, Kansas.

Dear Mr. Stephens:

In our opinion a Library System has no authority to contract with a city to furnish library services to it. The powers granted to a System Board are set out in the last paragraph of K.S.A. 1968 Supp. 75-2550. They include the power to contract with libraries and other System Boards, but do not contain the authority to contract with municipalities. In the absence of such statutory authority, we conclude that it does not exist.
